While we've discussed validation in multiple articles, let's return to the basics. ASQA defines validation as a quality check of the assessment process.

In essence, validation confirms which parts of an RTO's assessment process are correct and pinpoints elements for improvement. With a solid grasp of its key components, validation becomes manageable.

Clause 1.8 of the 2015 SRTOs indicates that RTOs need to ensure their assessment systems, including RPL, are compliant with training package requirements and conducted in accordance with the Principles of Assessment and Rules of Evidence.

We must adhere to the standards by conducting two types of validation.

The first assessment validation type verifies that your RTO's assessments adhere to the training package requirements within your scope.

The second validation ensures assessments are conducted according to the principles of assessment and rules of evidence.

Therefore, validation is conducted both before and after the assessment. This article emphasizes the first type: assessment tool validation.

A Look at the Two Types of Assessment Validation

As discussed before and in previous blogs, validation includes two processes: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation or verification, also known as assessment tool validation, relates to the first part of the clause, ensuring all unit requirements are met and workbooks are 100% compliant.

Post-assessment validation, in contrast, is about the implementation, requiring Registered Training Organisations to conduct assessments adhering to the Principles of Assessment and Rules of Evidence.

This article will focus on assessment tool validation.

Guidelines for Conducting Assessment Tool Validation

With a grasp of the two validation types, let’s focus on assessment tool validation.

When is Assessment Tool Validation Conducted?

The aim of assessment tool validation is to make sure that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.

Hence, whenever new learning resources are bought, assessment tool validation should be carried out before students use them.

You don’t need to wait until the next scheduled validation in your 5-year cycle. Immediately validate new resources to ensure they’re ready for student use.

Still, this isn't the only reason to perform this type of validation. Conduct assessment tool validation also when you:

- resources are updated
- add new training products on scope
- training product updates are reviewed against your course
- learning resources get identified as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Starting Assessment Tool Validation: What You Need

Learning Materials

To validate your assessment tools, you will need the complete set of your learning resources:

Mapping tool – the first document to check. It indicates which assessment items align with unit requirements, making validation faster.

Learner/student workbook – during validation, check if it's suitable as an assessment tool. Ensure instructions are clear and answer fields are sufficient. This is a common gap.

Assessor guide/marking guide – ensure sufficient instructions for assessors and clear benchmarks for each assessment item. Clear benchmarks are vital for reliable assessment outcomes.

Other related resources – may include checklists, registers, and templates developed separately from the workbook and marking guide. Validate these to ensure they suit the assessment task and address unit requirements.

Panel of Validators

Clause 1.11 details the requirements for validation panel members, noting that validation can be conducted by one or more people. Generally, RTOs require participation from all trainers and assessors and may include industry experts.

Your validation panel must, as a group, possess:

Vocational competencies and industry skills relevant to the unit being validated

Up-to-date expertise and skills in vocational teaching and learning

Any of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or an updated successor

Validation document/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

Validity – Is the assessment evaluating what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment give the same results every time, regardless of the trainer? Will different assessors make the same decision on skill competence?

Evidence Core Rules

Validity – Is the evidence confirming that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?

Authenticity – Does the assessment tool verify that the work is the candidate’s own?

Currency – Are the assessment tools based on current units of competency and up-to-date industry practices?

Even though these are frequently addressed in VET professional development and nationally recognised training, a lot of tools still fail to meet these requirements.

To prevent employing learning resources that miss some unit requirements, be sure to follow these guidelines:

Walk the Talk

Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Complete each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:

diaper changing

bottle preparation, feeding babies from bottles, and cleaning equipment

prepare solid foods and feed babies

respond to infant signs and cues appropriately

prepare infants for sleep and soothe them

monitor and encourage age-appropriate physical exploration and gross motor skills

Having students describe changing nappies for babies under 12 months doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Full or Not Competent

Pay attention to lists. As noted earlier, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your instructions do not confuse students or assessors. For instance:
What kind of information can be included in a work package?
What kinds of information can be included in a work package?

The answer could include:

Compulsory resources

Related costs

Time span of activities

Appointed duties and responsibilities

If an assessment item demands multiple answers, specify the number of answers required from a student. This ensures your assessment is reliable, and the evidence obtained is valid.

The same applies to assessment items with double-barrelled questions or questions that ask for more than one answer simultaneously. These can confuse both students and assessors, as illustrated in the example below:

Name a hazard and/or environmental concern in the workplace and choose the most effective hazard control hierarchy.

Answers may include, but are not limited to:

Weather conditions – isolating the work area, engineering controls, PPE

Work area and ground conditions – eliminating hazards, isolation, use of engineering controls

People – isolation, engineering, administrative controls

Structural hazards – substitution, isolation, engineering controls

Chemical hazards – isolation, engineering, administration

Steering clear of double-barrelled questions simplifies responses for students and enables assessors to accurately judge competence.

Seeing these requirements, you might think, “Don’t learning resource developers offer audit guarantees?” However, with such guarantees, you must wait for an audit to rectify noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
